chore(release): v0.22.0——任务管理页重做（工作流图）+ DSH 0.1.7 团队/后台任务数据面

版本号 bump 到 0.22.0（含 dsh.plugin.json 与 SIDEBAR_SERVICE_VERSION 两处镜像，
tests/manifest-consistency.spec.ts 与 tests/service.spec.ts 就是守这两处的），
README / README_EN 的版本徽章、支持线表格、npm 通道说明与「最近更新」段落同步，
CHANGELOG / CHANGELOG_EN 补 v0.22.0 条目正文。

支持线**不变**：仅 DSH 0.1.7-rc.1+（peer 下限 ^0.1.7-rc.1），0.21.1 用户可直接升级。
主内容是任务管理页从「子代理拓扑」重做为工作流图（图/树双视图、双段式节点卡、
主 Agent 同款合并活动行、扫光、两组折叠聚合、两个常驻浮动窗），以及随后按真机反馈
打磨的四轮修正；团队与后台任务两个数据面按 0.1.7 删掉的 Remote 方法/自建路由改写。

验证：typecheck / lint 通过；pnpm test 1288 passed / 9 skipped；build + pack 产出
dsh-better-sidebar-0.22.0.tgz。
