feat(catalog): add dsh-server-deck to the tab plugin catalog

- npm-published dual-mount plugin (native Servers tab via
  ctx.betterSidebar.registerTab, standalone drawer fallback)
- card dashboard per host: online state, OS, uptime, CPU/mem/disk
  meters, latency; click-to-open xterm.js interactive terminal
- ~/.ssh/config import with git-hosting alias filtering
- description key pluginServerDeckDesc added to all 21 locale files
  (zh/en in locales.ts + 19 language files)
