feat: curate dsh-git-forge and dsh-ssh-tunnel in recommended tab plugins (#204)

* feat: curate dsh-git-forge and dsh-ssh-tunnel in recommended tab plugins

Add both community tab plugins to the Side card "add tab plugin" catalog
(plugins-tabs.ts + zh/en descriptions), keep alphabetical id order, and
note them under v0.13.0 recent updates.

* ✨ 推荐插件目录新增 dsh-docs-panel（全局文档）

- plugins-tabs.ts：追加 dsh-docs-panel Tab 条目（npm 包名 id、GitHub 仓库、
  安装命令先装 dsh-better-sidebar 再装本插件，与 dsh-sidebar-qa 同款硬依赖写法）
- locales.ts：新增 pluginDocsPanelDesc 的 zh/en 翻译

* docs: recommend dsh-flowglass sidebar tab
