Absorb the consumer-facing API reference previously duplicated in
AGENTS.md and refresh stale content to v0.17.1:
- TabDescriptor: full SettingRow shape (select/multi, v0.13.0+),
urlTarget, richer dedupeKey/available/createTab semantics
- built-in tab table: replace stale explorer-based list with current
editor/sidechat/pinned-terminal reality
- service: features list completed (urlTarget/settingSelect/
floatWindows), OpenTabSeed meta null/undefined semantics, openFile
path-derived-id caveat
- settings: full built-in prefs key list, select rows
- new sections: float windows (§11) and the token-driven skinning
contract (§12, moved from AGENTS.md §8)
- traps: aionui right-panel mutex, i18n/better-locale, lazy chunks
- minimal example: drop removed @deepseek-ai/dsh-client-runtime peer
- references: 9-viewer typo fixed, plugins catalog / fs-search /
markdown-html / agent-opens entries added
- fix duplicated §11 heading; sections now run §1-§15
