feat(catalog): 收录 dsh-github-workbench(GitHub 工作台)Tab 插件

- plugins-tabs.ts 新增条目(github: 形式钉住 v0.1.0,lib 已入库免本地构建)
- locales zh/en/ja 三语 description 同步
- tests/plugin-list.spec.ts 9/9 通过
